Purpose of the Refer Page

whats the purpose of the Refer Page?

How does referrer or new client have access to it?

Or can it it be used as a lading page to redirect the referral link?

I understand the refer link. I can point it to home page or directly to a shopping cart. 

I dont understand what this page is for 

/index.php?m=refer&a=page

I can edit its message in the settings but nobody every gets to see it unless I make the refer link point to it. 

Thats what I was asking. Is it for the purpose to make it the landing page where referrals come when they click the refer link?
